The 3rd District, which meanders from Downtown Richmond to Norfolk, may be the most Democratic in Virginia. Rep. Bobby Scott is an able and respected member of Congress, a policy wonk in the best sense. We admire his skill and integrity. We disagree with his fondness for taxes and big government.

Republican Chuck Smith boasts an impressive life story. Raised in the projects of Greensboro, N.C., in a time when African-Americans faced enormous obstacles, he nevertheless rose to serve his country, first as a Marine, then as a Navy lawyer. Smith sums up his philosophy succinctly: "Hard work pays off." We endorse him in a campaign that faces daunting obstacles - something he is accustomed to.
